When we tested the Hamilton flywheel for the static high voltage GENECON, we found that the flywheel did not rotate at all. Is there any know-how?

Note that: When assembling the support shaft for the flywheel, install them firmly. When the surface of polyvinyl chloride sheet supplied with the equipment is wet, leak current flows (electric leakage). Remove moisture using alcohol or the like. Place the rotation part on the top end of the support shaft in parallel with the floor in a wobbly condition.
